This security was in place even before the Health Insurance Portability and Accountability Act (HIPAA) of 1996. Photo-Stat Quality Assurance Department was created to ensure compliance with HIPAA requirements.

When HIPAA went into effect in April 2003, Photo-Stat had already completed the education, research, and certification necessary to ensure that all Photo-Stat operations systems were compliant.

Developed by the Department of Health and Human Service, HIPAA initial standards pertained only to electronic health care transactions. The Final Privacy Rule mandated compliance with "all uses of individually identifiable health information". Photo-Stat achieved and has maintained compliance.
